Objective
The Project aim. Within the framework of the project it is planned to develop a scientific and methodological justification of the normative regulatory of safety system for uranium industry waste management in Tajikistan. Current status. At the present time, tailing dumps of Northern Tajikistan have been compiled, tailing dumps remediation ways have been presented, and partial monitoring of the site has been carried out. The project’ influence on progress in this area. In case of successful completion of the planning project, an integrated systemic approach will be created to build a system regulatory framework for uranium industry waste management. The participants’ expertise. They have developed some regulatory documents in nuclear and radiation safety field. Expected results and their application. As a result of the project, regulatory documents will be developed on the technological solutions of the tailings remediation process and secondary waste recycling; regulatory documents will be developed to implement the principle of waste minimization, a system analysis of waste management, and the creation of a safety structure regulatory framework for radioactive waste management. The first step has been taken in the implementation by mankind in purposeful climate management. In addition, it will be necessary to revise a number of obsolete conclusions based on outdated information. Meeting the ISTC goals and objectives. Since former “weapons of mass destruction” scientists took part in this Project implementation and because it is exceptionally peaceful the Project meets the ISTC goals. Adherence to these objectives can be attained by planned wide involvement of scientists and participating institutions into international scientific community through providing information on the Project during international conferences and workshops. Scope of activities. The following main activities will be implemented within the Project framework:
- characterization of radioactive waste that is a legacy of the Soviet Union in Tajikistan;
- foundation of the problems of safety ensuring in tailing dumps management in Tajikistan;
- problems of normative safety regulation in tailing dumps management;
- normative and legal safety regulations for tailing dumps management;
- development of technological solutions for the implementation of the uranium industry waste minimization principle (secondary waste treatment);
- system analysis of tailing dumps management;
- development of the commission for the formation of the structure of normative documents system;
- methodology of formulating the structure of normative documents system in the safety regulation during the tailing dumps management;
- implementation of the activities results in the tailing dump remediation processes. Role of Foreign Collaborators/Partners. Members of the scientific group leading by Dr. Peter Schmidt expressed their wish to become Collaborators of this Project from the Wismut, Germany organization. Dr. Schmidt and his staff are involved in radio-ecological monitoring of the environment of the Germany uranium industry waste tailing dumps and the preparation of scientific and practical recommendations on the radioactive uranium industry waste management. According to Dr. Schmidt's letter by February 19, 2018, their group is ready to exchange information with us willing possible practical verification of a number of their theoretical and practical developments. Technical approach and methodology. The main innovation of the Project work will be the use of the data obtained in the possibility study of processing and utilization of radioactive wastes (including the results of the ISTC project T-1508), that is, the uranium industry waste characteristics generated in the North of Tajikistan for the development of guidelines and regulations in the radioactive waste management field.
The developed methods will be used by all employees of tailing dumps operators and regulating authorities of countries with legacy uranium production, during their remediation and monitoring.
These techniques will reduce the risks of contamination of workers and the environment during remediation work.
