Analysis of radiation-chemical, biochemical and biological effects defining the competence of radiation technologies and development of scientific and methodological framework of their implementation in the Republic of Kazakhstan

Objective
The purpose of the project. The project will address specific problems related to implementation of experimental and theoretical studies of radiation-chemical, biochemical and biological effects of the ionizing radiation and the electromagnetic radiation. Analysis of the results will allow us to select the effects, useful for agricultural production, that can be achieved with the use of radiation technologies, perform their experimental testing on the examples of specific products, as well as to form a scientific and methodological framework for radiation technology (RT) application in the agriculture and food industry. Competence of the project participants in this area. The project will involve the Republican State Enterprise "Institute of Nuclear Physics", which has the necessary human resources and infrastructure for scientific and technological research for this project. The Institute has 5 scientific and technical departments, consisting of research laboratories and scientific/technical centers with the large park of nuclear, radiation andelectrical-physical facilities, including: - Complex of WWR-K research reactor;
Cyclotron U-150;
Linear ion accelerator UКP-2-1;
Electron accelerator ELV-4;
Heavy ion accelerator DC-60;
Radiochemical unit;
Radio-, mass-, EPR spectrometric complex in the Centre for Environmental Research;
Complex of experimental equipment in the department of radiation physics of solids;
In 2015 the INP plans to put into operation a new cyclotron "Cyclone-30".
The personnel of the Institute includes more than 70 scientists of the highest qualification (doctors, PhDs), qualified engineers with a great experience in development, implementation and application of nuclear-physical methods, technologies of radioisotope products production and radiation processing of various materials, as well as design, installation, commissioning and operation of nuclear, radiation and electrical-physical facilities. Expected results and their application. The project will result in the developed roadmap for implementation of radiation technologies in the agro-industry of the Republic of Kazakhstan and further scientific and methodological support for practical work on application of the high-technology processes considered within the project. Implementation of the project includes the scientific justification of the basic capabilities/competencies of radiation technologies in the agricultural production of the world economy, the development of specific technical regulations of food processing demanded in the food market. Technical approach and methodology.
Radiation sterilization of the studied products will be on the basis of physical facilities such as electron accelerator ELV-4, accelerator ILU-10 and gamma installations. The participants of this project have developed new methodical approaches based on modern methods of analysis (molecular and isotopic mass spectrometry, EPR-dosimetry), which provide an estimate of ionizing and short-wave ultraviolet radiation effectiveness in case of technology ensuring phytosanitary and microbiological safety of agricultural products.
Quality of the irradiated products is largely determined by the accuracy of dosimetry systems used to control the absorbed doses of ionizing radiation. In this regard, great attention is paid to standardization of the dosimetry methods and means. In particular, for development of production regulations it is planned to follow the requirements of international standards for dosimetry during irradiation of agricultural and food industry products, such as:

- ISO / ASTM 51204:2004, «Practice of gamma irradiation dosimetry for food industry".
- ISO / ASTM 51702:2004, «Practice of gamma irradiation dosimetry for radiation processing".
- ASTM E 2303:2003, «Standard Guide for displaying the absorbed dose at radiation treatment facilities".
- ISO / ASTM 51204 - "Standard Dosimetry Procedure for equipment with gamma irradiation for food processing".
- ISO / ASTM 51539 "Guidance for using the indicators of sensitivity to radiation".
The project includes the cost of standards of the International Standardization Organization (ISO) and ASTM standards (American Society for Testing and Materials, USA) required for the project through the firm "Interstandard" with the right to translate and distribution of ASTM and ISO standards in the CIS countries as agreed by the Federal Agency for Technical Regulation and Metrology.
