DTRA and ISTC signed agreement HDTRA 1-16-G-0002 dated September 18, 2017. Based on this agreement DTRA developed the Statement of Work (Annex 1) that must be fully executed by IQLS within the service agreement between ISTC and IQLS.

IQLS is a service company that aims to promote and strengthen laboratory activities worldwide.

Reinforcement of laboratories capacities and staff competencies must be performed in an integrated manner in order to have the greatest impact on the targeted laboratories: standardized assessments and audits, dedicated training modules, the implementation of quality assurance, proficiency testing, the data and records management, supply management, and software development.

Quality assurance and excellence are the key to ensure that laboratories offer reliable diagnostic services that are trustworthy. The quality of diagnostic services allows clinicians to make the best possible use of patient outcomes and enables targeting public health actions.
