Objective

The Taboshar Uranium legacy site represents first of all an acute local public health concern, due to the proximity (few kilometres) of Istiklol (the former mining city of Taboshar) and of Old Taboshar settlement.

Therefore the European Commission decided in 2012 to finance and implement in cooperation with the Government of Tajikistan an integrated Environmental Impact Assessment and Feasibility Study for the remediation of the uranium legacies of Taboshar. The project TJ4.01-02/11 "Conducting an integrated Environmental Impact Assessment and Feasibility Study for the management and remediation of the uranium production legacy sites of Degmay and Taboshar". This project started in October 2015 and ended in March 2018.

Mine water is discharged from two mine adits at a rate varying between 40 and 80 m3/h which is highly contaminated with uranium, heavy metals and toxic components. The mine water flows towards and into the city limits of Istiklol. From the studies it became evident that contaminated mining water represented a specific and high risk to the safety of the local population and the environment.

The European Commission decided to implement a specific project to mitigate the risks from this uncontrolled and unregulated discharge of contaminated mine water from the above-mentioned two adits at Taboshar.

A mine water treatment facility (WTF) at Taboshar was designed (INSC Project MC4.02/13A Part I “Detailed Design and Engineering of a Water Treatment Facility for Taboshar”). This project 2016/380549 "Detailed Design and Engineering of a Water Treatment Facility for Taboshar" that is being implemented by Commission contacted consultant GEOS (hereafter “COM consultant”). The project started in 2016 and is ending in 2021.

From a risk management point of view, the purpose of the overall project is to find an efficient site-specific solution aimed at minimizing the current risk to the local population and the environment, with particular reference to the available water resources of the region.

The specific objective will be achieved in three phases:

Phase I Detailed design and engineering of TWTF

Phase II Procurement phase of TWTF

Phase III Supply, construction and installation of TWTF

Phase I is taking place under contract 2016/380549 "Detailed Design and Engineering of a Water Treatment Facility for Taboshar" that is being implemented by the company GEOS (COM consultant).
