Project goal. The scientific grounds and development of DLS in the field of Biosafety and Biosecurity by the program of professional advanced training of specialists working with especially dangerous infections (EDI) at the Regional Training Center of KSCQZD (TC KSCQZD).
Current status of the field. In Kazakhstan, only the unique centre which has a right for post-diploma training of specialists who work with especially dangerous infections (EDI) is TC KSCQZD which is the Regional Training Center of biosafety and biosecurity (TC) at M. Aikimbayev’s Kazakh Scientific Center for Quarantine and Zoonotic Diseases (KSCQZD). Historically, such training has been carried out since 1948. Only during 2011-2014, 1061 specialists from Kazakhstan, and 265 specialists from Central Asia and Caucasus (Uzbekistan, Kyrgyzstan, Tajikistan, Mongolia, Armenia, Azerbaijan) were trained in TC KSCQZD.
Due to the growth of existing threats, the demand of training at TC KSCQZD, as one stages of qualification improving – training of biosafety and biosecurity, has been significantly grown up, and it many times greater than all current financial and temporal possibilities.
For satisfactory all needs, KSCQZD needs to increase the number of training rooms and trainers in 3-4 times. In this condition, it is advisable to complement the traditional full time training with distance learning (DL). But taking into account the special requirements to the quality of training specialists for work with EDI, the distance form of learning can not be introduced without preliminary scientific analysis.
The proposed, within the Project, DLS in the field of biosafety and biosecurity when work with EDI will be the first experience in Kazakhstan. The idea of this system is a providing of necessary and enough professional level of specialists in the field of issues of biosafety and biosecurity by implementation of innovation education technologies including model technologies.
The preliminary data of the development of module training program of biosafety and biosecurity were obtained in KSCQZD in the framework of the International project of International Scientific Technical Center (ISTC) K 2052: «Training of trainers on biosafety and biosecurity to minimize bio-risks in Kazakhstan and Central Asian countries»
The principal difference between the new proposed project from the project K-2052 is a module distance learning approach for giving of knowledge.
The objectives set may be implemented through the Kazakh Scientific Center for Quarantine and Zoonotic Diseases (KSCQZD). The rationale for involving KSCQZD in the project is as follows:- KSCQZD works in close interaction with scientific and practical centers, educational institutions, trade unions and associations, including international organizations. The established ties will provide a quick solution to many organizational problems;
- KSCQZD has experience in project management, financial management and monitoring. This experience will be useful in conducting retreats and international training courses;
- KSCQZD has experience in development and distribution of methodological literature on biosafety . This experience will be useful in the methodological support of the project.
- KSCQZD has mechanisms to provide conditions for an effective public participation in the joint analysis of biosafety problems and tasks in the country, and in working out ways to solve them (workshops, publications, leadership involvement, etc.). This form of participation includes problem solution in the course of the project implementation (organization of training) and follow-up of the planning.
- In KSCQZD, there are high staff, trainers, scientific and technical, scientific and methodical potential which are necessary for creation and development of Biosafety and Biosecurity online training system to meet the needs of Kazakhstan and other countries of Central Asia (Uzbekistan, Kyrgyzstan, Mongolia, Tajikistan). In addition, the project K-2052 bought modern equipment (15 notebooks). It will be very helpful in conducting distance learning.
Effect on Progress in Given Area Scientific and technological values of the Project will be defined by the development of DLS of biosafety and biosecurity, by involving of all interested specialists, by systematization of priority information for joint activities of universities and scientific centers, by coordination of university and post-diploma educational programs in the field of biosafety and biosecurity in Kazakhstan.
Expected Results and their Application. These research will be carried out in Kazakhstan at the first time and it will be urgent and innovation researches. Implementation of the Project is important for development of national safety of the country. It will meet the growing public demand for biosafety and biosecurity training and specialist can have opportunity to study it not far from their residence place.
Meeting ISTC Goals and Objectives. The project has solely peaceful objectives, which is consistent with the aims of ISTC. The consistency with these aims will also be achieved by involving scientists in international scientific community through presentations on the project at international conferences and seminars.
Description of proposed work. The following activities will be carried out under the project:- The analysis of DLS for advanced training of specialists working in the field of biosafety and biosecurity when working with EDI will be carried out.
- The market research of producer (KSCQZD) and consumer of DLS will be carried out by use STEP and SWOT analyses.
- The E-Leaning platform on the Saas model is acquired.
- The seminar on work with the E-Leaning platform on the Saas model for teachers is held. The modeling of DLS will be carried out for optimization of structure of curriculum, planning of training process, training process management and its prognosis.
- Development of package of formal electronic means for creation of DLS used for advanced training of specialists working in the field of biosafety and biosecurity when working with EDI.
- Experimental introduction of created DLS into the training process of TC KSCQZD used for advanced training of specialists working in the field of biosafety and biosecurity when working with EDI.
