Assessing the Impact of the Amended Convention on the Physical Protection of Nuclear Material on States Parties

Objective

Compared with the original Convention, the Amended Convention on the Physical Protection of Nuclear Material (the A/CPPNM) closes important gaps in the physical protection of nuclear material and facilities as well as introduces other nuclear security-related measures. However, the A/CPPNM is not yet universally applied as it only has 123 States Parties plus Euratom. As long as the A/CPPNM is not universalised, the aim of achieving a global nuclear security regime will not be achieved.

There is still need for awareness raising among non-adherent States as many of them do not understand or are unaware of the A/CPPNM provisions and domestic changes they entail. Some States not party to the Amended Convention also need to be informed of international tools and assistance available to them since the main source of their reluctance to join the A/CPPNM is the lack of internal resources for effective implementation thereof. The A/CPPNM States Parties should also have more opportunities, beyond official events held under the auspices of the IAEA, to share national experiences in implementing the Amended Convention.


The Vienna Center for Disarmament and Non-Proliferation (VCDNP) proposes a project consisting of two parts. Firstly, the VCDNP will assess the impact of the A/CPPNM on States Parties. Secondly, the VCDNP will convene a one-day workshop to discuss national experiences in implementing the A/CPPNM and international assistance available to States Parties in that regard.


The VCDNP is closely cooperating with the Division of Nuclear Security and the Office of Legal Affairs at the IAEA in the development and implementation of the project. The Division and the Office reviewed the concept and provided feedback and suggestions for revisions which were incorporated into the current concept proposal.
