In Mr Glukhikh’s view, the efforts of the Russian government to modernize the economy, although praiseworthy, are not going to be enough to carry through the fundamental changes that are required. The work should be shared with the entrepreneurial community and international organizations in order to create a deeper and more effective transformation. 

According to Mr. Glukhikh, ISTC’s activities directly match President Medvedev’s priorities as expressed in his address to the Federal Assembly on 12 November 2009:

- “… We need to establish a permanent mechanism to provide support to talented specialists, to involve the most prominent Russian and foreign scientists and entrepreneurs, skilled in commercialization of results…”;
- “… to be engaged in the selection of promising projects throughout the country; to provide financial support to innovation companies, including small innovation businesses…”;
- “… to provide a greater segment of projects to international experts’ review and to implement them in partnership with foreign centers and companies.”

“To successfully accomplish these tasks, defined by the RF President D.A. Medvedev, it would be reasonable to at least raise the status of the Russian Federation in the ISTC to the level of a Funding Party to the ISTC Agreement. A relevant contribution of the Russian Party would increase considerably the ISTC’s potential, define its role in the development of the national innovation support system, especially, as regards organization of international cooperation to introduce the best world practices and to implement specific innovative projects, and ICIE will do the best to ensure a broader involvement of business partners in realization of full-cycle innovation programs”, stated Mr. Glukhikh.
