Last October 2020, The Special Research Fund 2020 call for Doctoral     Grant under the ISTC Targeted Initiative on Export Control has been won by       Miss Emilya Titanyuan from Armenia.

       Her doctoral research is dedicated to the development of politico-legal     concept of a trade control system that could be developed by Armenia   considering current issues that the country is presently  facing. It is not a secret   that national  security indirectly depends on a number of   international   processes, one of which is the fight against weapons of mass destruction, its   dissemination and terrorism. The regulation of trade control over of dual-use   items is an integral part of ensuring national security in the overall system of   international and national legal processes to address strategic stability issues,   including the elimination of the terrorist threat. The effectiveness of the latter   mainly depends on the systematization of efforts of the international community   as well as effective international, national legal and political mechanism.

  Having effective export control system is essential for CIS countries, especially for Armenia: the complex regional situation, geographical position (military conflicts, closed borders, etc), low awareness in private and academic sphere, lack of cooperation between the main area of export control. All the mentioned factors and not only them make relevance and importance of the doctoral research is obvious.

The timeliness of the topic has also to be underlined. No systematic scientific study of legal issues in the field of export control has been carried out in Armenia. There are almost no manuals, monographs, or other scientific works in the Armenian language. Consequently, it can be stated that there is also a gap in the field of education.

It should be noted that the main objective of the research is to create flexible normative model for the sustainable development of the sphere in compliance with the current international trends and main institutions of trade control that will contribute to the protection of national security and economic interests of  the Republic of Armenia, and to create  legal prerequisites for the effective functioning of the international system of trade control at the national level both in Armenia and in other CIS countries.

Talking about benefits of this grant, it should also be highlighted that the research will enhance scientific cooperation between EU an Armenia.  The doctoral research will be under the supervision of Liege University in Belgium and the National Academy of Sciences of the Republic of Armenia.
