article

On 17 February 2022, the L.N. Gumilyov Eurasian National University (ENU) organized a round table: "Legal Aspects of the implementation of strategic trade control in the post-Soviet countries”. The main purpose of the round table was to contribute to the sustainability of the "International Business and Strategic Trade Control" MSc program, implemented at the Faculty of Economics, with the support of the EU-funded Targeted Initiative Export Control on Dual-Use Materials and Technologies in Central Asia. The students at this pioneering program come mainly from among the disciples of the Faculty of Economics and the Faculty of Law.

One of the objectives of the round table was to raise awareness among the participants about the challenges arising from the spread of dual-use technologies. Yet another specific objective was to attract the interest of students in law and in economics towards the new Master degree program. To facilitate that a module-minor "Strategic control in foreign economic activity” was introduced in relevant curricula to allow candidates to prepare for the future specialization.

The forum was moderated by Professor Aigul Maidyrova, Doctor of Economic Sciences, Head of the Department of Economics and Entrepreneurship. Participants were greeted by the deans of both the Law and Economics Faculties at the Eurasian University. Dr Kamen Velichkov, ISTC SPM and DA, made remarks on behalf of ISTC, underlining the ISTC commitment to further support the successful ENU project.

Several faculty members involved in the structuring of the program and delivering the courses addressed the participants in the round table: Acting Professor Indira Saktaganova, Head of the Department of Law; Associate Professor Saltanat Kapysheva, Kazakh University of Economics, Finance and International Trade; Associate Professor Dzhamilya Seytkhozhina, who authored a guidebook on responsible science; Dr Kanat Abdilov; Associate Professor Ainur Mugauova; Dr Zhanat Myrzakhmet and  Dr Aizhan Khoich.

The thirty-plus students who attended the event learned about the emerging common system of export control of dual-use goods designed to ensure the fulfilment of international obligations, and many of them were convinced that graduates of the ENU program should be and will be able to perform within it.
