Objective of the Project is to create a Center of ‘Education, Science, Training and Re-training in Alternative Energetics’

The Project aims at the education, teaching, scientific research, training and re-training of specialists and the broader population in the field of alternative energetics.

  1. To train and re-train specialist who had previously worked in the weapons industry;
  2. To re-train higher school teachers, including those in the sphere of weapon science;
  3. To create conditions for obtaining a second specialty in alternative energetics;
  4. To teach the broader population principles of alternative energetics and the possibility of its use in their residences as an alternative energy source.

The essence of the project: In the course of the Project, an evaluation of energy safety in Central Asia counties, as well as Kyrgyzstan, will be made. Possible methods and technologies for reducing a reliance on traditional energy sources using modern alternative energetics technologies will be determined. Evaluation results should enable the creation of a ‘Centre of Education, Science, Training and Re-training in Alternative Energetics’ where specialists, teachers, and the broader population will be able to be trained or retrained in modern technologies of alternative energetics.

The urgency of the Project is heightened by the fact that Kyrgyzstan, as with many other Central Asian countries, has a huge potential for renewable energies use. Only the solar energy potential for Kyrgyzstan makes 4, 7 Kilowatt/m2/24 hours, and the annual average number of sunny days is 258. Hydro energetics potential is not used enough, especially when one considers the resources of small and medium-sized mountainous rivers. Use of Biomass and the wastes of farming cultures, forming considerable renewable energies resources, can influence greatly the generation of energy in the region.

Use of the alternative energy resources mentioned above can favourably affect the ecological situation in the region. It will also help to resolve issues of energy safety in the countries with hydrocarbon resources shortage (Kyrgyzstan, Tajikistan). Lack of education and information awareness of population on the advantages and effectiveness of alternative energetics use can also be addressed by the project.

Project Participants, together with collaborators, suggest the holding of a series of research on the condition and perspectives of alternative energetics development in Kyrgyzstan, with the aims to define the basic reasons of its slow development, to define basic directions for the establishment the Center of education, science, training and re-training in alternative energetics, to define stages and modern educational technologies as well as the issuing of appropriate certificates to learners depending on their level of knowledge and practical skills.

The Project is based upon 14-years experience of specialists’ training at “Non traditional and renewable sources of energy” (NVIE) Department of Kyrgyz-Russian Slavic University, also three-years experience of joint work on renewable sources of energy with “The Ecological movement “BIOM,” as well as joint work on educational, methodical and scientific activities with the Moscow energetic Institute (MEI), Sub-Department NVIE, Kyrgyz Technical University (KTU) named after I. Razakov.

Project Category – “Educational technologies” accumulated in the process of specialists’ training in the field of Non traditional and renewable sources of energy allow rendering significant help to Kyrgyzstan and Central Asian countries in steady development and saving natural energy resources. Realization Plan accepted during the World Summit on Steady Development (WSSD) held in Johannesburg in 2002 stated that renewable energy sources might be considered the main instrument of steady development and poverty elimination. Therefore, alternative energetics development in Kyrgyzstan and other Central Asian countries is a very serious and important measure for eliminating poverty.

The state and perspectives of alternative energetics development became the subject of serious discussion at the “Alternative energetics and the problems of energy safety” International Conference held in April, 2008 (Issyk-Kul, the Kyrgyz Republic), as well as at the “Alternative energetics” International Forum held in November 2007 (Moscow).

To realize Project objectives the following basic questions are under consideration:

  • to define energy potential of the Kyrgyz Republic and the possibilities of alternative energetics use;
  • to increase the level of population education and information on alternative energetics;
  • to set up conditions for education, training and re-training of specialists, teachers, population in the field of alternative energetics.

The main results to be obtained from the Project are the following:
  • complex evaluation of energy resources of the Kyrgyz Republic;
  • alternative energetics and possibilities of its use in the Republic;
  • setting up the Center of Education, Science, Training and Retraining in Alternative energetics;
  • education, training and re-training of specialists, teachers of Weapon Science Institutions (branch office of Military Mechanics BGTU “Voenmeh”) in modern technologies of alternative energetics use;
  • holding scientific research on certain directions of alternative energetics;
  • commercialization of certain elaborations on alternative energetics;
  • energy safety increasing in the Republic under the conditions of hydrocarbons shortage and abnormal natural phenomena;
  • increasing ecology safety in the region;
  • information exchange at all the stages of the Project implementation;
  • setting up possibilities for an experimental Eco-House construction.

Collaborators’ Potential Duties:
  • information exchange at all the stages of the Project implementation;
  • participating in technical inspection of the Project activities;
  • joint conferences and work seminars holding;
  • practical use of the Project results and partnership in the field of their commercialization;
  • technical participation in solving the certain Project objectives;
  • establishing joint technologies on evaluating the ecological situation in the region.
