The most important problems of third millennium are the problems of increase of soil fertility and power potential of civilization.

It is known, that total loss of cropland during last 50 years is 300 millions hectares, and during all history of farming they exceed present-day tillable acreage.

Explored stocks of petroleum are (2-3)ґ1011 tones. And they can be used up during less than 100 years at present-day level of their consumption of 3ґ109 tone/year.

Shortage of food and fuel is a real menace to civilization in XXI century.

To stabilize situation it is necessary to have permanently renewable source of organic raw materials – technical biomass in amount of 1010 tone/year. That gives opportunity to produce humus (organic fertilizer) and prepared fuel according to existing technologies instead of petroleum, natural gas and coal.

Organic compounds are generated in nature by green plants because of photosynthesis at the expense of sunlight from CO2, H2O and other inorganic compounds. However crop capacity of multicell plants and rate of their growth are insufficient to produce required amount of technical biomass.

Single-cell algae play especial role in vegetative world. Their reproduction occurs by cell pision on two or more parts (chlorella pides on eight parts) in 20-25 hours. Under favorable conditions chlorella initial mass of 10 kg can reach required 1010 tones during 30 days.

Optimal conditions for algae growth are 25 °C temperature and 0.05W/cm2 light flux power. And in natural conditions they realize in summer on lagoon shoal. But productivity of natural lagoon is small and does not exceed 15 g/m2 per day on solid yield.

The problem consists in increase in lagoon productivity minimum in 100.

Aim of the project is computational-theoretical and experimental grounds of a new technology of a year-round photosynthesis of microalgae with help of resonant exposure of chlorophyll by radioluminescent radiation of nuclear-optical converter – “high tech lagoon”.

Source of nuclear radiation and also warm should be a system of self-critical nuclear breeders with solution uranium–thorium fuel placed in a vast pool – “lagoon”.

The prototype is the research reactor VIR with solution uranium fuel operating in VNIIEF during three decades. And it is excellently suitable for study of the mentioned above problems.

The fulfillment of works under the project will allow to converse activity of collectives engaged in creation and test of nuclear weapon and will promote their transition to scientific researches of civil purposes.

Scientific value of the project. Experimental demonstration of an opportunity to cultivate living organisms (microalgae) with help of photosynthesis at the expense of energy of radioluminescent optical radiation from a nuclear breeder with solution fuel will be fundamental scientific result.

Commercial value of the project. The new bionuclear technology of raw material cultivation to produce prepared fuel, humus and fodder will be object of commerce after project work completion.

Cost of agricultural products for energy production was ~20 dollars per ton in 80-th in USA. In XXI century cost and volumes will increase many times because of petroleum source exhausting and universal lowering of soil fertility.
