Head of Branch Office
1. General Description of the Position
Head of Branch Office has overall responsibility for the operations of the Branch Office (BO).
Under the guidance of the ISTC Executive Director implements the policy and program decisions of the Board in the host State, with particular attention to encouraging the development of new projects, receiving the concurrence of the host Government for project implementation and mailing duly prepared project proposals to the ISTC Headquarters.
Represents the Center in interaction with governmental and non-governmental organizations in the host State as well as project proposal applicants, dealing with Institutes and scientists, and giving advice and liaison on all questions related to ISTC activities.
The Head of BO will act in the framework of the ISTC policies, rules and procedures in accordance with the ISTC Agreement and Statute, as well as ISTC Governing Board decisions.
The Head of BO reports directly to the Executive Director at ISTC.
Coordinates with the ISTC Chief Financial Officer implementation of the Center’s Administrative Budget related to operation of the Branch Office and with the ISTC Chief Procurement Officer on issues related to project equipment purchases and delivery, including customs clearance procedures, etc.
Ensures the arrangement of ISTC seminars, logistics for travels by ISTC staff and representatives of the Parties for monitoring and auditing purposes and other ISTC events on the territory of the host State.
Oversees implementation of the Agreement (Memorandum of Understanding) between the ISTC and the host State and maintains control of all property within the Branch Office facility that belong to the Center.
Gives advice for improving the facilities and services being provided to the Branch Office in the most cost-effective manner and arranges the implementation of these plans after approval by the ISTC Management.
Arranges travels, accommodation and local transportation of the ISTC staff and ISTC related visitors at the territory of the host State.
Facilitates custom clearance for goods and equipment being purchased for operation of Branch Office and projects and delivered directly to the host State.
The Head of BO works under the authority of the Executive Director at ISTC.
The Head of BO needs to have a higher education and relevant management qualification; experience in project management and work with ISTC or other similar international organization is an asset.
The Head of BO needs to be detail-oriented and well organized and has an ability to carry out multiple tasks.
The Head of BO will work mainly in the host State and needs to have good communication skills and be a team-player.
Fluent English and knowledge of Russian are prerequisites.
Advanced computer/ office skills (Word, Excel, Lotus Notes, Power Point, other) are needed for this position.
6. Other requirements
Ability and comfort in developing working relationships with relevant government officials as required by ISTC management would be considered important.
References are preferable.
